I%26#39;ve contacted HSJ regarding their rates for April/May 2009 and they said that they don%26#39;t have any promotion rates going on then.
Their website shows quite a few promos for the winter including internet rates %26amp; prepaid (no refund/no change) and it seems a bit odd that all those are completely gone after March 12.
The hotel said it is because of high-season but I saw in the reviews that someone had promotion rate even in the summer so we still hope to catch a better deal than the rack rate. Should we?

Paris hotel promotions occur in winter season (yes, ending March) then in high summer, usually July 15-Aug 31. In-between there are few deals.

As noted above, rates, discounts, promotions are determined by %26#39;demand%26#39;. The period between Christmas and early srpring is often off-season for hotels. The reason, at least in parts is %26#39;weather%26#39;. It%26#39;s usualy cold and/or wet in Paris. People simply aren%26#39;t traveling as much or as often. So places offer %26#39;limited-time%26#39; discounts and promotions (and even then availability may be limited to only a few rooms in their inventory). This is a favorite %26#39;season%26#39; for the self-described %26#39;..savvy traveler..%26#39;...who%26#39;s willing to trade-off the necessity for multiple %26#39;layers%26#39; of clothing and foul weather gear...for lower hotels rates and airfares.
During most of the remainder of the year, some hotels have no %26#39;..need...%26#39; for discounts or promotions. A small hotel property like the Hôtel Saint Jacques has a fine reputation (no doubt, one of the reasons you%26#39;re considering it?) and doesn%26#39;t have much trouble booking its rooms with both new and repeat guests during %26#39;on-season%26#39; or %26#39;high-season%26#39; periods.
As also noted, the other %26#39;off-season%26#39; period for Parisian hotels now runs anywhere from mid-July through to the end of August for a great many Parisian hotels. It isn%26#39;t that there%26#39;s any shortage of foreign tourists in Paris during this period...but contrary to popular myth, hotels usually do not survive on foreign tourism alone. They also need domestic visitors/guests. Since high-summer is the traditional %26#39;vacance%26#39; period for most of Europe and there is very limited commercial activity (trade shows, conventions, professional conferences, business meetings, etc) in Paris during this period, hotels will offer rate discounts specials and promotions to attract guests (both foreign %26amp; domestic) during this %26#39;off-peak%26#39;, %26#39;vacance%26#39; period---simple demand vs supply.
This is the %26#39;good news%26#39; for high-summer, trans-Atlantic tourists, in that they may get a %26#39;break%26#39; on their hotel expennse. Of course the very %26#39;bad news%26#39; is that trans-Atlantic airfares are usually the highest of the year...and perhaps in part why you picked April/May instead of June/July....or February/March.
